Russia to Launch Crypto Exchange for High-Net-Worth Investors
Russia is advancing its digital currency ambitions with plans to launch a cryptocurrency exchange exclusively for "super-qualified investors." The initiative, announced by Finance Minister Anton Siluanov on April 23, will operate under a legal experiment framework. Eligibility is restricted to individuals with assets exceeding 100 million rubles ($1.2 million) or annual earnings of at least 50 million rubles ($602,000). Final criteria remain under discussion.
The exchange, developed in collaboration with the Bank of Russia, targets a niche segment of wealthy participants. This move signals the country’s deepening engagement with crypto markets, albeit through a tightly controlled channel.
